Senate inquiry submission

YOUR CPSU recently contributed to a submission for the Senate Education, Employment and Workplace Relations Committee.

The submission was for an inquiry into the employment conditions of State Public Sector employees and the adequacy of protection of their rights compared to other employees

CPSU branches from around the country contributed, resulting in a 90-page document. The submission speaks of attacks on public sector workers from state and territory governments around Australia in terms of cuts and redundancies, including well over 2000 full-time equivalent jobs in Tasmania.


Your CPSU put forward the state’s industrial relations jurisdiction was effective and timely when it came to resolving issues. The submission said the ease of access to the Tasmanian Industrial Commission (TIC) was a major benefit for resolving disputes.

Your union also stated it didn’t believe Fair Work Australia (FWA) had the capacity to quickly and properly deal with current cases the TIC was handling due to the availability of FWA Commissioners in Tasmania.


The submission from the CPSU also questioned the use of the productivity measure in bargaining, saying it was an elusive concept. The current wages policy of many State governments is to bargain around so called “cash at bank productivity”.


The submission reads: “How does one assess the productivity of a child protection officer? Is it the number of children in protection? The number not in protection? The social and economic circumstances of the client? The list of variables is never ending”.


The committee received 22 other submissions, with many from other unions.

The Inquiry came about after the Senate expressed concern about the recent and growing job losses in state governments, the difficulties state public sector employees faced when bargaining and the adequacy of protection of these workers’ rights.

A report from the committee is due in June 2013.
